Accessibility, and how to report a problem.

This site targets WCAG 2.2 level AA. That is a commitment about how it is built rather than a badge, and where it falls short the useful thing is to hear about it.

What was actually done

Decisions baked into the build

  • Every page is complete HTML on the first response. Nothing waits for JavaScript to become readable, and with scripts blocked entirely the site still works.
  • A skip link is the first thing in the tab order on every page.
  • Body text is 17 to 18 pixels and contrast is measured rather than eyeballed. Every text and interface color pair on this site was computed against its background before it shipped.
  • Every interactive element has a visible focus ring, two pixels with an offset, and it is never removed.
  • The mobile menu traps focus while it is open, closes on Escape, and returns focus to the button that opened it.
  • Forms use real labels rather than grey hint text standing in for them. Errors are announced and describe the fix rather than just the failure.
  • Images carry alt text as a requirement of the image system itself: a slot without alt text raises an error in development rather than shipping quietly.
  • Motion is one fade-and-rise on scroll, and prefers-reduced-motion turns it and every transition off.
  • Nothing on the site depends on color alone, and nothing flashes.
  • The service area diagram is a drawing with a text description, and the same towns are listed as links underneath it.

Known limits

What is not claimed

Automated testing catches a portion of accessibility problems and misses the rest. This site is tested with an automated tool at both phone and desktop widths, and it has not been through a formal audit with assistive technology users. Until it has, the honest claim is that it was built carefully to a standard, not that it has been certified against one.

No accessibility overlay or plugin is installed on this site, and none will be. Overlays frequently make things worse for people using a screen reader and do not fix the underlying markup.

Documents sent by email as part of a transaction come from other parties and their accessibility is not controlled here. If a document you have been sent is unusable, say so and it will be provided in another form.

The standard, and what it means here

WCAG 2.2 AA, in practice

A standard is only useful if it changes decisions. These are the decisions it changed on this site, each of which cost something and each of which is checkable.

Colour was computed rather than chosen

Every text and interface colour pair was measured against its background before it shipped. The accent blue is the specific lightness it is because a brighter one drops below 4.5:1 against the page, and the brass used for small marks is capped by the same arithmetic. Where a colour could not clear its floor, the colour changed rather than the rule.

Nothing depends on colour, hover, or motion

Every state that is signalled with colour is also signalled with a shape, a rule or a label. Nothing on the site requires a hover to discover, which matters on a touch screen as much as it does to a keyboard. The single entrance animation and the one scroll reveal are both switched off entirely by a reduced-motion preference, not merely shortened.

The keyboard path is the same path

A skip link is the first thing in the tab order. Focus is visible on every interactive element, with a two pixel ring and an offset, and it is never removed. The mobile menu traps focus while it is open, closes on Escape, and returns focus to the button that opened it. Nothing is reachable by mouse that is not reachable by keyboard.

Text is text

No content on this site is an image of words. Headings describe the section they open, links describe where they go rather than saying to click here, and the service area diagram carries a text description with the same towns listed as links underneath it. Zooming to 200 percent reflows the page rather than clipping it.

None of that makes the site perfect. It makes the failures findable, which is the point of the reporting route below.
